Born in 1934 in Dashanbei, Hengshan Township, Hsinchu County, Taiwan, Liu grew up in a culturally rich Hakka community. Demonstrating artistic talent from a young age, Liu began his creative journey through drawing Taoist symbols and charms.
After graduating from the art department of Taipei Normal School in 1951, Liu initially worked as an art teacher. Observing how popular martial arts comics negatively influenced students, he sought to counteract this through his own comic "Xun Xian Ji" (The Immortal Quest), aimed at educating children positively. Unexpectedly popular, it marked the beginning of his celebrated career as a comic artist.

Beyond preserving Hakka culture through art, he actively promoted charitable causes, such as establishing the "Great Auntie's Honest Stall," inspiring societal kindness.
